Phase I Environmental Site Assessment: The selected firm may be required to evaluate the current and historical uses of properties in the vicinity of the City-owned Sites to determine the likelihood of the presence of hazardous substances, chlorinated solvents, and/or petroleum products ("hazardous wastes") in accordance with current standards and/or regulations including but not limited to the Environmental Protection Agency (EPA) All Appropriate Inquiries regulation (40 CFR Part 312) and current American Society for Testing and Materials (ASTM) standards. The City may also request findings from review of chain of title reports be included in the Phase I ESA. Phase II Environmental Site Assessment: The selected contractor will characterize the extent and, if possible, identify the source of environmental contaminants impacting the City-owned Sites. The scope will include but may not be limited to collecting soil samples, installing on and offsite groundwater monitoring wells and soil vapor probes, collecting and analyzing groundwater and soil vapor samples, and conducting ongoing groundwater and soil vapor monitoring.
