In 2017, the City evaluated the merits of utilizing a full-service contract to perform all functions of the Building Division: plan review, permit issuance, inspection, licensing and coordination with other City staff and special districts. This contracted service model has been in place since 2018. Core Building Division staff function as an extension of City staff. The CBO, permit counter staff, lead plan reviewer, and primary inspectors are expected to be a consistent daily presence in the office and in the community. The flexibility afforded by the contract service model has allowed staffing to ebb and flow with fluctuations in permit and inspection volumes. Bonds required. Prevailing wages.
