The scope of services is anticipated to include, but is not limited to: Preservation of the 1940’s façade and the demolition of a Quonset hut and restoration of the existing facility located at 38521 Fifth Avenue in Zephyrhills, FL. The facility is currently configured for retail and a movie theatre, with the original 1940’s two-story masonry and stucco façade fronting Fifth Avenue. The Quonset-style building is located behind this façade and houses the theatre. Due to condition issues with the Quonset, Main Street Zephyrhills Inc proposes demolishing the Quonset under this contract and replacing it with a new building enclosure under a future contract. The design firm selected for this contract may also be selected for this future scope of work. See attached rendering for conceptual façade treatment. The firm must engage an architect with extensive historic preservation experience, preferably with the restoration of historic theatres and registered as such with the State of Florida Department of Business & Professional Regulation. The firm must have knowledge of current rules and regulations of local, state, and federal agencies including, but not limited to, Codes & Ordinances for the City of Zephyrhills Historic District, Florida Building Code(s), Florida Accessibility Code, NFPA 101. Experience with the Department of Interiors and State of Florida Preservation and Cultural Affairs grant process is preferred. Furthermore, the firm must employ sufficient personnel to provide services normally associated with this type of project. Submittals will only be considered from firms who are regularly engaged in the business of providing services as described in this solicitation, and who can provide evidence they have established a satisfactory record of performance in meeting the minimum technical qualifications established herein. Main Street Zephyrhills, Inc reserves the right to inspect the respondent’s facilities, equipment, personnel, and organization to determine respondent’s ability to perform requested services. Main Street Zephyrhills Inc reserves the right to determine if a responder can sufficiently and efficiently provide the requested services in a timely, satisfactory manner as required by the specifications herein. Perform a comprehensive field survey of existing conditions and preparation of As-built Drawings of existing conditions. Site visits must be scheduled through the Main Street Director. Email AGildon@ci.zephyrhills.fl.us. A scheduled tour of the site is set for NO VALUE at NO VALUE located at NO VALUE. No other tours will be scheduled. Upon Project completion, the Director shall be furnished with PDF and DWG format drawings of the as-built conditions to include exterior shell, visible and/or assumed structural column locations, interior walls, doors, millwork (cabinetry), plumbing fixtures, dimensions, electrical receptacles, lighting, life safety or fire protection devices and ceiling configuration. Preparation of construction drawings for the demolition of the existing Quonset-style building and preservation/support of the remaining theater structure, projection room and upstairs apartments intended for conversion to office space to remain. Preparation of construction drawings for the restoration of existing façade per Concept Drawings. Preparation of a preliminary project schedule. Bidding, responses to RFIs, cost estimating, and administrative coordination during permitting and construction process.
