The Project would remove approximately 1,120 linear feet of the existing wooden flume, which is highly susceptible to damage from wildfire and other natural hazards, and replace it with a more durable ignition resistant concrete conveyance structure (i.e., U shaped concrete canal). The Project would begin with mobilization, access, and site preparation, which involves improvements to an existing access road to provide all-weather access for equipment to the site, demolition and disposal of the existing wooden flume and rock wall foundation, and clearing and grubbing of vegetation within the limits of work area. Next, the new foundation would be constructed, which involves excavation to competent foundation material, installation of MSE retaining structures, placement of compacted backfill, installation of appropriate drains, and installation of rock anchors to stabilize sections of the embankment and foundation. The construction of the new concrete conveyance structure involves constructing the reinforced concrete canal, installing transitions to adjacent concrete conveyances, construction of a spillway to allow for controlled releases from the canal in the event of a future emergency, and construction of metal walkways and handrails to facilitate future maintenance and inspection. Permanent slope stabilization measures (e.g., hazard tree removal, slope/rock scaling, and installation of rock fall protection) would be implemented as necessary to stabilize areas upslope of the new structure. Temporary erosion control measures would be used during construction to prevent erosion associated with stormwater runoff at the site and biodegradable natural-fiber erosion control materials and native seed would be used to revegetate the site to prevent or reduce future erosion. A complete description of the proposed project and a listing of probable environmental effects of the proposed project will be available in the NOP/IS. Prevailing wages.
