Working with MCAG, the CONSULTANT shall be involved in Tasks 1-8, as described below: Task 1 – Project Initiation and Management • Conduct kickoff meeting with MCAG to discuss goals of the MRMAP and expected outcomes, finalize work plan and schedule, discuss data needs and literature review, and identify potential stakeholders. • Establish schedule for project management meetings. Deliverables: Vision statement – purpose, goals and objectives, andmeeting agendas and minutes. Task 2 – Conduct Baseline Performance and Conditions Assessment • Baseline performance evaluation to include review of documents such as current Regional Transportation Plan/Sustainable Communities Strategy, adopted state and local transportation performance measures, Local Road Safety Plans, California Transportation Plan, California State Rail Plan, Interregional Transportation Strategic Plan, the Caltrans Smart Mobility Framework, and other sources to be identified. • Catalog and assess planned and funded future infrastructure projects including the passenger rail station area planning in the City of Merced. • Comprehensive analysis, inventory, and assessment of existing infrastructure and facilities. • Identify geographies and or populations from throughout the County that shall serve as “points of origin” in the access analysis, including but not limited to: westside communities, UC Merced, Merced College, South Merced, Planada, and Livingston. Deliverables: Baseline performance and conditions assessment. Task 3 – Stakeholder and Community Outreach • Establish a stakeholder committee for the purposes of collaboration between state, local and regional partners including the Transit Joint Powers Authority for Merced County, Yosemite Area Regional Transportation System, local governments, San Joaquin Regional Rail Commission, California High Speed Rail Authority, and Caltrans. • Develop a community outreach plan that identifies specific strategies, events and tools that will ensure open and transparent public participation that involves community partners and empowers disadvantaged and underserved communities to participate. This plan should, at minimum, include the following strategies: • Both in-person and remote strategies to reach the highest number of people. • Adequate notice of public participation activities (e.g. workshops) in multiple languages appropriate for the communities. • Materials that employ visualization as much as possible. • In-person activities at convenient and accessible locations and times. • Social media and other electronic outreach inviting residents to submit feedback on their own time and at their convenience.
