The County of Nevada is seeking qualified firms to develop an actionable and locally relevant Climate Action, Adaptation, and Resilience Plan in coordination with the Board of Supervisors, County staff, California Native American Tribes, local stakeholders, and members of the community. The Plan will be expected to recommend emission reduction targets consistent with targets defined in state law and Executive Orders and include an emission reduction plan that meets the requirements of Section 15183.5b of the California Environmental Quality Act (CEQA) Guidelines. In addition, the Plan will be expected to address climate adaptation and resilience strategies in accordance with state law and the California Adaptation Planning Guidebook. The Plan will be expected to outline clear strategies that align with the County’s other policy efforts including the General Plan, Energy Action Plan, Local Hazard Mitigation Plan, Recreation and Resiliency Master Plan, and other applicable policy documents. The County is seeking proposals that generally reflect the following scope. Consideration will be given to proposals that reflect understanding of rural context and considerations in climate action and adaptation planning
