The City of Roseville (City) owns and operates the Dry Creek Wastewater Treatment Plant (DCWWTP), which treats wastewater for its regional partners, the South Placer Wastewater Authority (SPWA). SPWA is comprised of the City, the South Placer Municipal Utility District, and Placer County and oversees the funding requirements for capital improvements for the DCWWTP. In 2023, the City performed a capacity analysis to assess the near-term and long-term capacity constraints at DCWWTP, considering the anticipated growth in the service area. The analysis, which comprised of stress testing and desktopbased analysis, revealed that the secondary process is nearing 80% of the oxidation capacity in the nearterm. The analysis recommended near-term improvements to add capacity for the next 5 to 10 years. The primary focus of the near-term improvements is to add capacity to the secondary treatment stage by revitalizing existing aeration basins “300” and “400”, which have been non-operational for several years. This project will also involve improvements throughout the secondary treatment stage, encompassing, miscellaneous structural, process-mechanical, electrical, instrumentation and controls (I&C) improvements. New structural infrastructure or tankage, such as additional aeration basins or secondary clarifiers, will not be included in this expansion.
