The Massachusetts Department of Transportation – Highway Division (MassDOT), invites Proposals from Design-Builders to design and construct the Bridge Replacement, N-06-020, I-195 (EB & WB) Ramp C & F over ST18, County Street, State Street, Mass Coastal Railroad, Purchase Street, Weld Street, Includes Improvements to N-06-021, N-06-022, F-01-008 Design-Build Project in the City of New Bedford (Proposal No. 606527-127763), as further described in this Request for Proposals (RFP). The term “Design‐Builder” shall mean an individual, sole proprietorship, firm, partnership, joint venture, corporation, or other legal entity that provides Design-Build services and has responded to MassDOT’s Request for Letters of Interest. A Best Value Design-Build (BVDB) Procurement process shall be used for the Project. A BVDB procurement is a two‐phase selection process which begins after MassDOT gives public notice of the Project, and solicits and receives Letters of Interest from Proposers. Phase 1 consists of creating a short list of qualified Design-Builders (Proposers) as determined by responses to a Request for Qualifications (RFQ). Phase 2 consists of the submission of Technical and Price Proposals by Proposers in response to an RFP, and Contract Award to one Proposer (Design-Builder) based on Best Value, the highest overall value to MassDOT, considering quality and cost.
