The Carrboro Recreation, Parks, and Cultural Resources Department (RPCRD) is requesting proposals from Bidders interested in purchasing and installing playground equipment and structures at Baldwin Park in Carrboro, North Carolina. Baldwin Park is a 2.5-acre neighborhood park with street parking. The RPCRD hosted a community engagement event for residents residing within a ten-minute walkshed of the Baldwin Park. The Town gathered valuable input form the community during the engagement process regarding the desired play elements to be incorporated into the park. The discoveries are outlined in the bullet point format under number nine in the below scope of work. RPCRD conducted a survey within the ten-minute walkshed to gather input on the park usage from the community. The survey findings indicate that the playground is preferred by 70% of the community compared to the other amenities like the basketball court and pavilion. Scope of work: 1. Stay under budget 2. The successful Bidder shall provide all components of the playground equipment and structure. Any equipment furnished under the contract shall be new, unused equipment The Bidder shall also provide all materials, tools, and labor necessary to install the playground equipment and structure at Town of Carrboro’s Baldwin Park. In addition, the Bidder shall pay all shipping costs, storage costs, travel expenses, and other likely costs necessary for completion of the project. 3. In addition, the Bidder shall include all sitework in their proposal. Any additional sitework not included in the proposal would need to be approved by the Town before work could start. 4. This proposal should provide for the future expansion of play structures and equipment additions. 5. The playground will be built in the following manner. • Contain the primary play structure. • Contain equipment for children 2-5 & 6-12 years of age. • By factory certified installers 6. All equipment shall be designed and installed in accordance with all current CPSC, ADA, ASTM, and other laws and requirements concerning play equipment in the State of North Carolina and any applicable federal requirements. 7. Provide plan and elevation drawings of all pertinent aspects of the play equipment and its method of installation and location. Please submit digital copies of each drawing. Drawings shall be to scale and legible. The plans should clearly show locations of retaining walls, paths, all equipment and fall zones. 8. Handicap Accessibility: The Town is interested in providing some wheelchair access to playground areas. The bid price should include installation of aall borders and some type of poured-in-place resilient surface that would function as both a fall surface and a surface suitable for wheelchair and stroller use. The design of the poured-in-place resilient surface should allow direct access to: • All or most of the ground-level portion of the main play structure. • Proposal evaluation shall consider creativity in accessibility and must meet all ADA guidelines. 9. Main Play Structure: The main play structures can serve a variety of ages but should be primarily targeted toward children 2-5 and 6-12 years old. The structure should be modular and designed in such a manner that the Town could add or change play stations in the future. There must be inclusive elements included in the design. If feasible, the plans should include: • At a minimum the structures should have ground level play stations and a second level with additional play stations. • If feasible show a third level even if primarily just an entry to a tall slide. • At a minimum the structure should contain a tall slide. • At a minimum there should be a sand element. • A Volta Spinner or something similar. • A variety of climbing apparatus, upper body climbing and lower body climbing functions should be included. • Bidders are encouraged to submit plans with a variety of challenging and interesting play stations. • In general, try to submit a proposal that does not repeat play stations. Do not include talk tubes. • Roofs in the design are encouraged. If feasible, we would like a minimum of 25% of the decking surface to be covered by a roof. Solid, gazebo/pyramidal style roof preferred. • Suspension bridges are encouraged. • No mirrored or plexiglass panels. • Psuedo rock climbing walls are encouraged. • Side structures (such as climbing apparatus or spinning posts) that are not attached to the main play structure are encouraged and should be included within the same fall-zone pit as the main structure. 10. Surface: The installer will provide all surfacing within the borders as indicated in number eight above and will purchase and install a wood fiber safety surface after installation of the equipment and poured-in-place resilient surface. The wood fiber surface should be included in the bid. Depth of wood fiber surface and type to be included in the bid. 11. Color selection shall be finalized after acceptance of the bid but recommending a generally naturalistic color scheme that includes a few splashes of brighter colors. 12. Materials: • Please emphasize metal, plastic, or composite wood components. All natural wood components are completely discouraged and will not be accepted. • Use of recycled material is encouraged but where additional cost is incurred it should be noted and the cost for non-recycled materials shown as an alternative. • Posts shall be of no less than 5” outside diameter tubing. Tubing for deck supports shall be no less than 11gauge galvanized steel. • Deck material shall be PVC coated metal or similar. • All concrete shall be a minimum of 3,600 psi. The contractor shall make arrangements that would allow the Town to inspect all concrete pours prior to any backfilling. 13. Warranty.
