The intent of this Request for Proposal (“RFP”) is for the County of Loudoun, Virginia (County) to select a Consultant to perform services in the support of the construction of the Western Loudoun Recreation Complex. The County intends to complete this project using Construction Management at Risk (“CMAR”); however, we reserve the right to change this project to design-bid-build if needed. The Western Loudoun Recreation Center is an approximately 83,000 gross square foot indoor recreation facility (Facility) with an adjacent exterior park (Park) on a 142.71-acre site. The Recreation Center will include meeting / classrooms, administrative office space, a gymnasium, a kitchen, a fitness center, multi-purpose rooms, a running track, and an aquatics center with a competition pool, leisure pool, spa, spectator seating, wet classrooms, splash play area, and associated locker rooms. The adjacent Park shall include up to ten athletic fields – four (4) diamond fields and six (6) rectangular fields. Supporting Park amenities will include athletic field lighting, fencing, public utilities, parking, access from a public road, groundwater wells irrigation, and landscaping. Additionally, the Park will provide public restrooms, concessions facilities, staff offices, meeting rooms, storage, scorekeeper and umpire areas, a maintenance facility, picnic pavilions, and bleachers. All Park facilities shall be connected to onsite well and septic. The design for the Project shall strive to meet or exceed Leadership in Energy and Environmental Design (LEED) Silver certification with energy saving goals and daylighting.
