The City of Santa Cruz (City) Water Department is a public agency operating a water system which provides safe, high-quality water service for about 100,000 people. The Newell Creek Pipeline (NCP) is a critical component of the City’s water supply system. The entire NCP is 9.5 miles long and extends from the Loch Lomond Reservoir (formed by Newell Creek Dam) to the Graham Hill Water Treatment Plant (GHWTP). The NCP conveys raw water to and from the Loch Lomond Reservoir – which is the City’s only raw surface water supply reservoir. This water supply source is critical to the water system during dry seasons when other surface source waters are limited as well as during storm events when other surface source water quality is too impaired to treat.
