The County is soliciting sealed proposals from highly qualified and experienced firms (hereinafter referred to as “Proposer” or “firm”) for professional services to assist the County with traffic engineering and transportation planning services on an as needed basis in support of the County’s General Plan. The successful Proposer will be highly qualified and experienced in developing and implementing traffic engineering and transportation planning services throughout the County. The primary purpose of the contract resulting from this solicitation will be to provide peer review services for traffic impact studies and analyses submitted by project applicants in support of proposed development projects within the County, but the contract may be utilized for other purposes as described in Section 2 below. Proposers shall provide examples of past successful efforts to demonstrate their completion of similar projects. To avoid potential conflicts of interest, the successful Proposer will not simultaneously provide traffic or transportation planning services on current developer driven projects in the County, and will not accept any developer driven (discretionary) projects until the as needed traffic engineering and transportation planning services contract is complete. The successful Proposer will not be restricted from providing civil, planning, or surveying services for development projects in the County. The successful Proposer will complete services involving developer fees, as well as local and state funds. The contract resulting from this project will not include federal funding requirements and will not be used to support federally-funded projects. It is anticipated that this Request for Proposals (RFP) will result in the award of one (1) agreement with the top-ranked Proposer for a three (3) year period, subject to extension. Firms must have and demonstrate their experience and knowledge in providing traffic engineering and transportation planning services (experience with California local governments is desirable). This RFP includes a description of the evaluation and selection process, scope of work, proposal requirements, and insurance requirements.
