The State Center Community College District (“District”) invites proposals from qualified entities or firms to provide the services as outlined in this Request for Qualifications (RFQ). It is the intent of this RFQ to provide firms with a fair opportunity to present their qualifications for consideration. The District seeks experienced Development Teams to support the design, development, construction, financing, and/or operation (“Development Services”) of a new student housing project for Fresno City College (“Project”) utilizing funds provided to the District through the Senate Bill 169 state grant fund program in 2022 (“SB169 Funds”) A copy of the District’s grant application and related program documents is attached hereto as Exhibit “A.” The District aims to identify a Development Team to partner with to realize a successful project that supports its student community. The RFQ requests each proposer clearly outline their qualifications and approach to forming a productive partnership with the District for the Project’s development and operation. The partnership will be structured through one or more Development Services agreements, as authorized by Government Code 5956 et seq. (and/or other applicable legal authorities). Proposals should be prepared with a straightforward and concise presentation of the firm’s ability to meet the RFQ’s requirements, prioritizing conformance to RFQ instructions, responsiveness, and clarity. All proposal development costs are the responsibility of the submitting firm. The award, if any, will be given to the qualified firm that offers the best value to the college, based on the evaluation factors in the RFQ. The District intends to complete an initial review of the RFQ responses and shortlist the 2-5 highest ranked proposers. The short-listed proposers will then be invited to one or more interviews with the District’s evaluation team to ultimately establish the most advantageous proposal to the District. While cost/financial considerations will be evaluated, they will not be the sole determining factor, and the District reserves the right to request additional information/submittals from the short-listed proposers during the interview process.
