he City of Fresno (City) is seeking responses through a Request for Qualifications (RFQ) from qualified housing developers to submit proposals to acquire and renovate existing sites and/or develop a vacant site in the City of Fresno following Homekey+ grant requirements. The City will partner with the developer as a co-applicant on an anticipated Notice of Funding Availability (NOFA) application for Homekey+ program funds to develop Permanent Supportive Housing for veterans and other individuals with mental health and/or substance use disorder challenges who are at risk of or experiencing homelessness. Other Details The City is soliciting Statement of Qualifications (SOQ’s) from organizations with demonstrated experience developing, rehabilitating, owning, leasing, operating, managing, and maintaining affordable supportive housing, including providing exceptional resident and supportive services. A primary focus of the RFQ reviews will be on the capacity of the organization(s) ability to provide high quality, durable housing, financially sustainable operations, and appropriate supportive services for the Target Population, as defined by the Homekey+ program. Applicant may be an individual organization(s), or a joint venture comprised of a developer, property manager, and a supportive service provider. The scope of development work may include feasibility analysis, new construction, modular construction, manufactured construction, or rehabilitation of an existing structure(s) as needed to operate the property as Permanent Supportive Housing. Developers are required to propose a Homekey+ opportunity site, a proposed development budget, and a proposed operating plan that identifies program goals and outcomes in this application. The City is looking for qualified applicants to own, lease, rehabilitate, develop, manage and operate the proposed property(ies). The City’s role may include, but not limited to, owning or assisting in purchasing a site, leasing property, co-applying for Homekey+ funding, ensuring compliance with the grant terms and conditions, and enforcing the regulatory agreement. Any proposals on an existing City-owned site or a site purchased by the City should assume a long-term ground lease or license agreement for use of the site. Developer must be able to commit to immediately available qualified personnel to work with the City on a Homekey+ application without assurance that a proposed project will move forward or will be selected by the State of California Department of Housing and 4 Community Development (HCD) for an award through the Homekey+ program or that time spent on application and project development will be compensated by the City. The City and Developer will be co-applicants on an application for funding to HCD for the Homekey+ program. The developer will work together with City staff to prepare all application materials, and upon the City’s final review and approval by City Council, the City will submit the application pursuant to instructions in the Homekey+ NOFA. If awarded, HCD will execute an Agreement with the City and Developer, as co-applicants. The City will record a 55-year regulatory agreement against the project’s property that will impose use, operation, occupancy, and affordability restrictions, ensuring compliance with Homekey+ program requirements and City operational requirements. The City will not subordinate the priority of its use restriction or regulatory agreement to private financing.
