The Glenn County Health and Human Services Agency (HHSA) is seeking to award a contract to the best qualified, responsible Design-Build Entity to assist the Department of Behavioral Health with the Progressive Design-Build Project to design and construct a Behavioral Health Facility for children and youth, called the Orland Youth and Family Wellness Center funded by the Behavioral Health Continuum Infrastructure Program (BHCIP) Round 4 funds. The center will be a newly constructed facility located in Orland, California, that will house integrated outpatient mental health and substance use disorder clinics for children and youth age 25 and younger and their families. The center's goal will be to reduce incarceration, hospitalization, homelessness, and institutionalization. The facility will also house programs that work directly with the justice system and will have prevention and outreach staff onsite to assist in reducing barriers to accessing services for those experiencing homelessness. Other non-HHSA service providers and community partners will also be provided space at the center, providing access to mainstream benefits, child welfare services, and housing.
