SBMWD is seeking to pre-qualify additional qualified construction firms to provide on-call emergency water and sewer repairs, and small scale planned/scheduled water and sanitary sewer projects. The Department intends to have a minimum of five (5) prequalified contractors for each respective service on the 2023/2024 On-Call Potable Water and Sanitary Repair Services List. This work will include, but not be limited to: Emergency Water and Sewer Repairs - supply all materials, equipment, and personnel to respond to water distribution and sanitary sewer collection system emergencies which may include damaged or ruptured water infrastructure and appurtenances, mitigating sanitary sewer overflows (SSO’s), sink holes, collapsed or collapsing pipe sections, and repairs due to damage by other work in and around the SBMWD sewer pipelines. The Contractor must be able to respond to an emergency with adequate equipment, materials, and personnel within two (2) hours of notice, 24 hours per day, 7 days a week, including all holidays. Planned/Scheduled Water and Sewer Repairs - supply all materials, equipment, and workforce to repair portions of the water distribution and sewer collection system due to imminent, partial, or complete pipeline/appurtenance breaks, pipeline collapse, excessive root damage, or age of the utility. This work would be planned to allow for soliciting individual task order bids for the work from several of the pre-qualified contractors, scheduling equipment and personnel, ordering materials, and providing the required Underground Service Alert 48-hour notice and encroachment permit issuance prior to excavation. In all cases, the contractors will be required to meet the requirements of the most recent version of the SBMWD’s Sanitary Sewer Management Plan, all traffic control requirements, and public notification requirements for sewer repair projects.
