The City is issuing this RFP to solicit proposals from qualified service providers for use of facilities located in Santa Clara County to provide construction and demolition materials processing (“C&D materials processing”) and/or solid waste disposal services for materials generated within the City. The City is seeking to obtain high-quality, cost-effective services that help maintain competitive customer rates while supporting the City’s environmental and regulatory compliance goals. The City wishes to enter into a longterm agreement(s) with potential terms of fifteen years (ten-year base term plus a five-year extension) or twenty years (fifteen-year base term plus a five-year extension). The Draft Post-Collection Services Agreement (“Draft Agreement”) provided in Attachment B presents the terms and conditions for the contract for both C&D materials processing and solid waste disposal services. The capitalized terms used in this RFP are defined in Exhibit A of the Draft Agreement. All proposals must be submitted in accordance with the RFP requirements.
