Pursuant to the alternative design-build statute, Education Code section 17250.60 et seq., the District is seeking a design-build entity or team (“Design/Builder”) to design and construct the District’s Workforce Housing Project (“Project”). The Project is further defined in the attached APPENDIX A, along with the District’s estimated cost and schedule for the Project. The District’s performance specifications, which the selected Design/Builder must adhere to in delivering the Project, are provided in Appendix A. Located in east San Jose, the subject site is an approximately 3.4-acre portion of an approximately 20-acre parcel (APN 481-31-005) located at 2050 Kammerer Ave. The site is currently designated as Public/Quasi-Public in the General Plan and zoned as R2 Two-Family Residential (up to 8 to 16 dwelling units per Acre). The parcel is relatively flat and largely comprised of buildings and grounds currently used by Renaissance Academy at Mathson, as well as a vacant building formally occupied by the MACSA Youth Center. The proposed site area for the workforce housing currently contains an underutilized running track and is otherwise vacant. The overall site vicinity is characterized by residential uses to the north, southeast and southwest, Interstate Highway 680 to the east, and the Mayfair Community Center to the northwest. A workforce housing community with 78 units has been conceptualized for the site, as detailed in the table below. Three buildings are proposed, totaling 26 units each, organized around a central landscaped commons. The proposed project also includes the construction of an approximately 0.7-acre park for the workforce housing community and a new vehicular access drive from Lavonne Avenue to the workforce housing community entry
