The City of Boulder, Colorado issues this Request for Proposal (RFP) for a consultant to develop a Blueprint for the Arts and Culture Office of the City of Boulder. The "Blueprint" serves as a tactical document, expanding on pertinent strategic principles in the Boulder Valley Comprehensive Plan ("BVCP") and providing guidance for departmental work plans and actions items. The Consultant will work together with the City, drawing from relevant plans and documents, stakeholder input, and expert knowledge in the creative sector, local governance, public engagement, grantmaking, and public art, to produce this Blueprint that will guide the City for several years, beginning in 2026. In this Phase One of the two-step project, the consultant will a) consult on the update of the BVCP, and b) develop and produce the Blueprint Phase One document focused on near term actions. The future Phase Two will be the subject of a separate RFP and will cencentrate on long-term recommendations.
