Construction scope of work proposes providing a secondary water line connection from the Bay County Water Booster Station (WBS) via the existing wholesale water distribution system to the Bay County Emergency Operations Center (EOC) building by adding redundancy. The project consists of approx. 330 LF of 12-inch WM, 160 LF of Horizontal Directional Drilling (HDD), with appropriate appurtenances along with strategically placed electrically actuated resilient seat valve connected to the County SCADA System. First location, WM installation shall take place at the WBS off Edwards Rd. The existing potable water facility Bay Co. WBS shares a piece of property with the existing Wastewater Treatment Plant. Second location, a WM connection on the south side of the Edwards Rd and Fred Anderson Rd intersection, east of State Highway 77. Third location, electrically actuated resilient seat valve installed on the east side of Hwy 77 and Hwy 2300 intersection, off the shoulder of Hwy 77. Electrical power shall come from a nearby power pole and shall be routed underground to the valve pit in which the electrically actuated resilient seat valve shall be installed. Fourth location, electrically actuated resilient seat valve installed off Hwy 2300 just west of the Teachee Trail and Hwy 2300 intersection. Electrical power shall come from an existing control panel for the on-site existing lift station at the Bay Co. EOC and shall be routed underground to the valve pit in which the electrically actuated resilient seat valve shall be installed. The Bay Co. EOC is the central command center for all emergency and disaster relief and recovery efforts for Bay Co. and its municipalities. The current potable water connects with the retail water distribution system and had interrupted services while the wholesale distribution system had service. The project shall benefit with the secondary connection to the wholesale water distribution system to ensure operations and essential water service for first responders in the event of disaster remain uninterrupted Bonds required.
