The DeSoto County Board of County Commissioners (BOCC) is seeking services from a qualified engineering firm (herein referred to a “RFQ respondent”) to supply a Master Plan for the existing DeSoto County Landfill examine capacity expansion and operations over the next 30-year period. The DeSoto County Section 16 Landfill (WACS Facility ID No.: 40501) is a Class I municipal solid waste (MSW) landfill located at 3268 SW Dishong Avenue, Arcadia, FL 34266. The landfill has been in operation since 1981 and is permitted by the Florida Department of Environmental Projection (FDEP) under permit 42079-011-SO/1. Zone 5 is the active cell with a total capacity of 714,800 CY and is believed to have a remaining useful life of under 6 years. In anticipation of the future Cell 6 expansion, the County would like to have a new Master Plan. The Previous Master Plan was completed in 2011 prior to the Zone 5 Expansion and prior to the County purchasing additional adjacent properties. The total County-owned land area is approximately 157.55 acres and the current landfill and leachate storage facilities are operating on approximately 70 acres. The selected RFQ Respondent shall include a professional engineer licensed in the state of Florida specializing in the planning, design, permitting and operations of Class I Landfills in the State of Florida. The RFQ Respondent shall include any other necessary professionals on the design team needed to complete the Master Plan.
