Escambia County intends to award a single contract for landfill monitoring related analysis conducted under the solid waste monitoring program. This bid is for a multiyear contract expected to commence spring 2025. Escambia County intends to award a single contract for landfill monitoring related analysis conducted under the solid waste monitoring program. This bid is for a multiyear contract expected to commence spring 2025. The solid waste monitoring program includes twice annual monitoring at four landfills: Perdido, Beulah, Klondike and Saufley Field. Saufley Field is ground water testing only; Perdido, Beulah, and Klondike have groundwater and surface water testing. Perdido and Beulah have a remedial component in addition to the permit testing which will result in separate PDF reports with some samples being shared between the permit and remedial reports. Perdido has three additional specialty sample points that result in separate, internal PDF reports for an ECUA permit. Samples on the ECUA permit require analysis by SW-846 methods (200.8 and 245.1). The L-O sample is only collected during the fall sampling cycle. Please see the Landfill Sample Estimate Table (section 2.4) below for approximate sample breakdown per landfill cycle. During the spring 2026 sampling cycle Beulah and Perdido will have additional sampling and analysis requirements due to permit renewal. All groundwater wells at Perdido will have the following analyte list: 40 CFR Part 258 App I, B, Fe, Mn, Hg, Na, Sr, TDS, Cl, NO3, and NH3. Similarly, all groundwater wells at Beulah (with an additional well MW-11) will have the following analyte list: 40 CFR Part 258 App I & App II PAHs, Al, Fe, Mn, Hg, Na, TDS, Cl, NO3, NH3, and pentachlorophenol. Upon issuance of the new permit routine cycle analyses is subject to change.
