Gateway Services Community Development District (GSCDD or District) is issuing this Request for Proposals (RFP) for the acquisition of water meters and Advanced Metering Infrastructure (AMI) technologies in support of GSCDD wide meter replacement and AMI replacement. The GSCDD is advertising this RFP to replace the existing potable and non-potable irrigation meters as well as the existing AMI. The GSCDD is requesting Proposals from companies (VENDORS) that provide water meters, AMI, and related technologies to replace approximately 8,700 potable and irrigation water meters. Up to three (3) VENDORS will be awarded a paid pilot of up to 102 meters each. Contracts must include all equipment, software, integration, installation, training documentation, maintenance procedures and specialized services needed to 1) execute a metering and AMI pilot study, and 2) to achieve the GSCDD-wide full meter replacement and AMI deployment with one (1) selected VENDOR. This procurement will be a two-step process. As part of Step 1, up to three (3) VENDORS may be qualified to participate in the paid pilot study based on technical merit, price, interviews/ presentations, and references described in Section 4. GSCDD shall self-fund the payment to each VENDOR participating in the pilot. Each VENDOR must conduct a metering and AMI pilot of up to one hundred (100) 5/8” x ¾” meters which will be a mix of potable and irrigation services, one (1) 3” meter, and one (1) 6” meter for up to a nine (9) month duration. Each VENDOR must deliver operational data generated as part of the pilot study to the GSCDD. The GSCDD will evaluate the pilot in accordance with Section 3.2.8 and select one (1) VENDOR (SELECTED VENDOR) for the GSCDD-wide meter replacement and AMI deployment. Note that GSCDD is seeking State Revolving Fund (SRF) funding from the Florida Department of Environmental Protection (FDEP) for the Full Deployment portion of the scope of work, and the SELECTED VENDOR will be subject to the Supplementary Conditions requirements of SRF.
