It is the intent of the Okaloosa County Water & Sewer System (OCWS) to enter contracts for the material, equipment and labor services for the installation of subsurface boring of utilities, as specified herein, with at least two contractors and County reserves the right to award the bid to the lowest responsive respondent(s) and to waive any irregularity or technicality in bids received. Okaloosa County shall be the sole judge of the bids and the resulting Agreement that is in its best interest and its decision shall be final.
