The City of Largo’s Advanced Wastewater Reclamation Facility (AWWRF) includes a biosolids drying operation. This operation is maintained by City of Largo staff; and is regulated and permitted by the Florida Department of Environmental Protection (FDEP). A requirement of the FDEP air permit is to maintain a way to sterilize the air that is generated in the pellet drying process prior to releasing it into the atmosphere. The City uses a Huntington brand regenerative thermal oxidizer (RTO) to sterilize the air using extreme heat. As a part of the AWWRF’s regular maintenance plan, the City hired an outside company to perform an inspection on the RTO to ensure compliance with all requirements of the air permit. In March 2024, that inspection report was provided to the City with several deficiencies identified. The City is now seeking a qualified contractor to correct the deficiencies identified in this report. Corrective activity includes, but may not be limited to: • Removal and disposal of all replaced components • Purchase and installation of new components • Equipment rental (if necessary) & operation of equipment • Clean up of site to quality found upon arrival • Labor.
