The annual services of a qualified and experienced professional testing and monitoring company to provide the engineering services to measure stack and other unit emissions and report the results for the city of Lakeland’s McIntosh, Larsen, and Winston station power plants. The successful bidder may be asked to perform three (3) phases of testing consisting of engineering evaluations, compliance tests, and relative accuracy test audits. Emissions testing for visible emissions (method 9), co emissions (method 10), NOX emissions (method 7e), VOC emissions (method 18), formaldehyde emissions (method 320 or 323), ammonia slip (ctm-027), particulate matter (method 5), fugitive opacity (method 22), condensable particulate (method 202), as well as emissions testing for ammonia injection grid testing/tuning, may be required. The successful bidder shall furnish all materials, tools, equipment, labor, and supervision to perform the required testing and reporting. The bids submitted and the purchase order, if awarded, shall be in complete accordance with, without limitation, this invitation to bid, attached specifications, all codes, requirements, and regulations referenced therein.
