Sarasota County Public Utilities (“County”) operates the utility infrastructure system for the collection, conveyance, and treatment of wastewater. This system is of vital importance to the County’s residents and is overseen by the United States Environmental Protection Agency (EPA) and permitted by the Florida Department of Environmental Protection (FDEP). B. The EPA's Capacity, Management, Operations, and Maintenance (CMOM) program is a best management practice methodology designed to optimize use of human and material resources by shifting maintenance activities from “reactive” to “proactive”. These practices have been developed by the industry and are applied over the entire life cycle of the collection system and treatment plant. C. Through the CMOM program implementation, which concludes in December 2025, the Utility establishes systematic operational processes, improved maintenance strategy & work order management, reduced inflow/infiltration, identifies wastewater collection system (WCS) capacity restrictions and limitations, and develops a predictive maintenance program using risk-based analysis. At the direction of the County, the Consultant shall provide technical support of program objectives and initiatives. This will include periodically collecting information on current systems and activities to develop a “snapshot-in-time” analysis which can be used by the County to evaluate performance and to plan CMOM future program activities with recommendations
