The Regional Transportation Commission of Southern Nevada (RTC) is seeking Statement of Qualifications (SOQ) from Proponents to complete preliminary engineering and design and environmental review under the National Environmental Protection Act (NEPA) resulting in the required documentation and approvals to support final design and roadway construction for centering-running bus rapid transit and complete streets enhancements in the northern half of the Boulder Highway corridor. Additionally, identifying the optimal funding and/or financing option(s) for the Construction Project is also an objective of this project.The primary objective of this project is to complete preliminary engineering and design (“PE”) and environmental review under the National Environmental Protection Act (“NEPA”) resulting in the required documentation and approvals to support final design and roadway construction for centering-running bus rapid transit (“BRT”) and complete streets enhancements in the northern half of the Boulder Highway corridor (“Construction Project”). Additionally, identifying the optimal funding and/or financing option(s) for the Construction Project is also an objective of this project. The Construction Project is outside the scope of work for this project, but is anticipated to include: • Construction of a dedicated transit lane for center-running BRT • Installation of various complete streets improvements to enhance multimodal transportation safety and comfort • Reduction of travel lanes to accommodate dedicated transit lane and complete streets improvements • Installation of new transit stations in support of the BRT line • Installation of new traffic signals and Intelligent Transportation Systems (“ITS”) infrastructure • Flood control and stormwater improvements and mitigation measures
