New Jersey, Department of Transportation solicits Statements of qualifications (SOQ's) from qualified firms (“Proposers”) interested in performing design, construction, quality control, construction inspection and other identified activities for the Project. The Project involves Design-Build services. This RFQ will be the mechanism by which a shortlist of Design-Build firms will be established. At the Department’s discretion, a maximum of five (5) firms may be shortlisted. This RFQ is the first phase of a two-phase best-value procurement process. Shortlisted Firms / Responders will be invited to proceed to the second phase of the procurement process, which is responding to a Request for Proposals (RFP). Key Personnel: The Department anticipates the inclusion of the following key personnel as evaluation factors in the RFP: i. Lead Structural Engineer ii. Lead Civil Engineer iii. Lead Geotechnical Engineer iv. Project Superintendent v. Quality Manager vi. Design Manager vii. Project Manager viii. Resident Engineer • Construction Work Classification: 4 or 5 • Minimum Project Rating: $50,000,001 • Design: B-1 Level C, H-1 Level C, & T-1 Level A • Construction Inspection: C-6 Level B
