The Town of Black Mountain, Buncombe County, is a small Town in the Appalachian Mountains of North Carolina located in the eastern portion of Buncombe County within the Swannanoa River Valley and has an approximate elevation of 2,400 feet. Black Mountain was originally known as Grey Eagle and later named for the range of mountains that border the town to the north. At the time of incorporation, the Town of Black Mountain had become a major pathway for westbound immigrants, commercial trade, and the mountain railroad. The Town of Black Mountain, the principal municipality in the Upper Swannanoa River Watershed and was incorporated in 1893. The Town has a year-round census population of just under 9,000 with a substantial seasonal population influx. In recent years the town has been impacted by various weather events (flooding) and tropical storms such as Tropical Storm Fred and most recently, Tropical Storm Helene. The town has suffered great loss and is ill equipped to manage a disaster of this magnitude without support. The town has suffered major flood damage to at least three facilities where staff, vehicles, tools, and equipment are now displaced. The town has suffered major damages to water infrastructure, roadways, bridges, greenways, parks, trails. Our community has suffered the greatest loss, life. Town staff members are inexperienced in handling post disaster environments of this magnitude; therefore, the potential for protracted recovery operations and the need to also address daily operations in the recovery setting Page 3 of 18 have led the Town to solicit potential post-disaster assistance from qualified contracting firms. As currently envisioned, the Town would employ the selected contractor for services related to Tropical Storm Helene. The Town will enter into a contract with no commited immediate or annual cost to the Town. The Town is seeking to enter into a three (3) year contractual agreement with the option to extend for two (2) additional one-year periods for the services contained within this RFP. The Town anticipates entering into an MOU with Buncombe County for debris removal, monitoring and management for Tropical Storm Helene, however the Town does not have a contract for disaster debris clearance and removal services and may require assistance or guidance with this type of service. The Town has not activated a contract for disaster management and recovery and consulting services in recent memory and does not have a recent bid tab for review for these services. The Town also does not have a debris management plan. Responding firms must, at a minimum, have performed at least three (3) disaster management, recovery and consulting services projects in excess of 150,000 cubic yards and provide references for the communities where these projects took place. Firms will need to be licensed to do business in North Carolina and certify that they are not included on the debarred FEMA list. It is intended that the successful bidder shall furnish all tools, equipment, machinery, apparatus, labor and materials necessary to complete all work required under the terms of such contract(s) as may be entered into. Bonds required. Prevailing wages.
