The Town of Old Fort (hereinafter the “Town”) is soliciting proposals from qualified firms for Professional Services related to all aspects of Federal Public Assistance and Mitigation Assistance following a declared disaster incident. Town of Old Fort is soliciting Bids for disaster recovery management services for a qualified Vendor to enter into a post-event contract to provide disaster recovery services. This request for proposal, hereafter, RFP, is designed to solicit Bids for qualified Vendors for Town of Old Fort. Areas of Town of Old Fort have their own unique geographic challenges and all Vendors are encouraged to research, prior to bid submission, and evaluate their ability to respond to the unique needs of Town of Old Fort. Old Fort is located in the Foothills of Western North Carolina. We have experienced severe storms in the past but nothing of the magnitude of Hurricane Helene, which significantly impacted Old Fort beginning Thursday, September 25, 2024. Old Fort employees are experienced and capable of handling many post disaster tasks. Given the magnitude of Helene and the resulting damage, the Town of Old Fort is seeking potential post-disaster assistance from qualified, professional consulting firms. Firms submitting proposals should be equally or more experienced than the Town’s employees in managing post event operation, and be willing to coordinate with Town employees on an immediate basis to assist with Hurricane Helene recovery. The Town would activate the selected contractor on an as-needed basis after Hurricane Helene recovery, and requires that the contractor have the ability to ramp up or ramp down the level of service based upon the complexity of this and any future disasters, given pending workload of Town employees. Term The term of this contract agreement shall be for three (3) years with two additional one (1) year optional renewal periods. Scope of Preferred Service The purpose of this Request for Proposal (RFP) is for Town of Old Fort to acquire as-needed comprehensive disaster recovery management services. The selected contractor, working closely with and at the direction of Town staff, will assist in strategically managing the project development and administration of any and all local, state and federal disaster programs related to declared emergencies or disasters that occur during the term of this contract. Services provided in the development of such programs may include, but are not limited to the following. The selected vendor MUST be able to respond and provide disaster recovery management services within 48 hours of receiving the Activating Entity notice to proceed letter. The vendor must demonstrate in their bid documents the ability to provide adequate and properly trained personnel for this function within 48 hours of receiving a Notice to Proceed. Assume Good Faith Efforts for MBE/WBE Goals, bonds and wages with federal funding. Bonds required. Prevailing wages.
