The Town of Fuquay-Varina Public Service Center is a critical operational facility that supports Public Utilities, Parks and Recreation, and Public Works operations crews and administrative functions that support them. The growth of the Town has expanded the personnel, and equipment needs that the Public Service Center must support. This expansion will provide additional administrative and operational spaces and will also expand parking and storage needs. The space needs program completed for the Public Service Center identified the following: Structure Size (sf) Administration Building 8,446 Warehouse 5,400 Parks & Rec Enclosed Equipment Storage 16,074 Covered Material Storage 8,664 Existing Equipment Shelter- Addition 2,520 Existing Equipment Shelter- Enclosed Area 3,850 Covered Parking (12x30x16 spaces) 5,760 Covered Parking (12x30x14 spaces) 5,040 Covered Parking (10x20x1 spaces) 2,200 Decanting Station 816 816 Total 58,770 The project site is located at 1415 Holland Road. The Town has retained a team of Withers and Ravenel and Teeple Architecture and their consultants for design services. Withers and Ravenel is beginning with a review of the space needs analysis they had completed under a previous contract, and will be providing design and engineering services continuing through the Construction Administration phase. One of the early tasks for the designer will be to update the space needs program based on priorities and needs that may have shifted since its completion. Procurement of Construction Manager services will be made in accordance with the provisions of G.S. 143-64.31 which requires that CM firms be selected based on demonstrated competence and qualification for the type of professional services required without regard to fee. After selection of a qualified CM, the Town and the selected firm will negotiate a contract for those services at a fair and reasonable fee with the best qualified firm. The CM will be an integral member of the project team which consists of representatives from the Town, the project Architect (Project Design Team), and other consultants, as determined by the Town. Generally, it will be the responsibility of the construction manager to integrate the design and construction, utilizing the firm’s skills and knowledge of general contracting to contribute to the development of the project during the design pre-construction phases. During the construction phase, the CM will be responsible for effecting construction of the project within the Guaranteed Maximum Price and providing all necessary construction services through trade contractors selected as provided by the NC General Statutes. The CM contract will be performed in THREE Phases: 1. Project Review, 2. Consultation Services, 3. Value Analysis.
