An update to the Transportation Safety Action Plan (TSAP) will be underway concurrently. Building from the work of the TSAP update, and the direction from the Safe System Approach outlined in the TSAP and the Metro 2023 RTP, will be central to the project. Expand outreach and engagement: Improve integration of equity into transportation system planning, decision-making and implementation as outlined in the TPR. Incorporate outcomes: Build upon and incorporate the outcomes of recently completed planning projects, as well as those that may be running in parallel to the project. Comply with requirements: Identify updates required by regional and state transportation planning requirements including the Metro 2023 RTP and the recent updates to the TPR. Interagency coordination: Not only does the county TSP include projects on the ODOT system, but there are also various places where coordination between jurisdictions is essential to support the implementation of needed transportation investments, including coordination with the transit providers throughout the county. Address unique needs in urban and rural areas: Both rural and urban areas will be included in the project and an approach that addresses the unique aspects of each of these areas is essential. Identify and implement strategies to reduce GHG emissions: Guidance on the planning needed to support the transition to cleaner fuels and compliance with state rules 2024-104 Page 7 to demonstrate a reduction in household-based vehicle miles traveled per capita and related GHG emissions in the urban areas. Impacts of new funding strategies: Discuss possible future impacts of tolling the Interstate Bridge Replacement Program Project, Vehicle Miles Traveled (VMT) fees, and implementation of tolling or collection of VMT at other locations. Planning for the long-term transportation needs of Clackamas County will require planning for both urban and rural unincorporated areas.
