Oregon Department of Transportation (“Agency” or “ODOT") is requesting supplemental information regarding specific A&E and Related Services experience relevant to the above referenced planning project: St. Helens and Scappoose Refinement Trail Project (the “SHSRP” or “Project”). 1. Project Purpose, Transportation Relationship and Benefit The SHSRP will plan a new 7.7-mile regional path between the City of Scappoose (“Scappoose”) and the City of St. Helens (“St. Helens”). The trail will serve primarily a transportation purpose, filling a critical link in the Columbia County (“County”) trail network. The SHSRP trail will connect St. Helens and Scappoose (“Cities”), creating a regional connection to the cities of Columbia City, Vernonia, and Banks via the existing Crown Zellerbach and Banks-Vernonia trail.
