More specifically, the applicant shall provide engineering, surveying, design, preparation of construction documents, and construction management services for phases 4 and 5 of a 24-inch Ductile Iron Transmission Main on NE Stephens Street between NE Newton Creek Road and NE Garden Valley Boulevard, an approximate distance of 6,600 lineal feet, to be designed and constructed in two phases. Phase 4 is estimated to be 3,600 lineal feet from NE Newton Creek Road to NE Emerald Drive and phase 5 is estimated to be 3,000 lineal feet from NE Emerald Drive to NE Garden Valley Boulevard
