Consultant will perform the following tasks: Task 1 Watershed Navigator Management A. Select and supervise the individual (either as a term employee or contractor) to lead execution of Tasks 2 through 4. B. Meet with the Watershed Navigator project team, which includes District and Tualatin Soil and Water Conservation District (TSWCD) staff, to review the position description, hiring and onboarding process. Task 1 Deliverables: Consultant will prepare and submit the following deliverables to District by email: 1. Final position description and posting 2. Meeting agenda and notes 3. Onboarding plan Task 2 Respond to Inquiries from Residents and Businesses in Urban Washington County Respond to all inquiries concerning flooding, stream channel erosion, riparian corridor resilience, and other drainage-related inquiries received by the implementing and community partners. (District, Tualatin Soil and Water Conservation District, Tualatin River Watershed Council). It is anticipated that the Watershed Navigator program would provide substantive responses to approximately 200 inquiries per year. Task 2 Deliverables: Consultant will submit the following to District by email: 1. Monthly response summary including number of calls/responses and trends. Task 3 Outreach to Underserved Communities Develop and implement outreach to communities identified as marginalized or underserved to inform and provide resources related to flooding, stream channel erosion, riparian corridor resilience, and other drainage-related inquiries. The goal of this task at the end of the Contract period is to forge robust relationships with three community groups around a more resilient watershed. Task 3 Deliverables: Consultant will prepare and submit the following deliverables to District by email: 1. Outreach plans for at least three community groups 2. Annual summary of program delivery, including recommendations for adaptation Task 4 Technical Assistance Program Delivery A. Provide assistance to community members that addresses rainwater management, flooding, and stream erosion issues. B. Connect community members to existing programs and develop pro-active approaches to address gaps in existing programs. C. Implement at least three new or re-invigorated program efforts addressing the target issues. Submit drafts of the new program effort descriptions or updated program effort descriptions to District for review. Final program effort descriptions will incorporate District comments. Task 4 Deliverables: Consultant will prepare and submit the following deliverables to District by email: 1. Draft and final new program effort or update program effort descriptions. Task 5 Project Management & Reporting Track work performed relative to the work plan, funds expended relative to the work performed, and the maintenance of suitable binding agreements amongst parties to facilitate execution of the work. The goal of this task is to provide effective measures to track and manage actions undertaken in Tasks 2 through 4. Task 5 Deliverables: Consultant will submit the following to District by email: 1. Annual summary of program delivery/development including audiences and locations.
