The Nueces River Authority, Uvalde, Texas, herein after “Authority,” is soliciting request for qualifications to enter into an agreement with a qualified Individual, Firm, or Corporation, (Respondent), to provide the services detailed herein to assist with the delivery of a utility-scale seawater desalination plant to provide a sustainable supply of potable water for the Nueces Basin and surrounding areas of South Texas. The proposed system will be located in South Texas and be capable of producing at least fifty million gallons of potable drinking water per day with capability of expanding in increments for a future capacity of up to 350 million gallons per day. The plant intake will consist of seawater derived from the Gulf of Mexico. Pre-treatment will be expected to optimize the performance of the primary treatment process. The primary treatment step will be desalination using Reverse Osmosis. The low Total Dissolved Solids (TDS) permeate will then be treated to reduce corrosiveness, chlorinated, and distributed for potable water use. It is anticipated the suspended solids will be concentrated for offsite disposal. The filtrate, supernatant and the membrane reject will be subject to the Industrial Wastewater Permit Application.
