The purpose of this RFP is to select a SCADA Control System Integrator to design and construct an upgraded SCADA system for the City of Danville Water Plant. The contract will eventually include replacement of the existing water plant SCADA program and associated RTU equipment. There are 5 Remote Terminal Units (RTUs) located throughout the facility. The new SCADA system is to run in parallel with existing system to allow plant to continue to operate until completely upgraded. Successful bidder will provide new SCADA software platform and installation, setup, programming, battery backup supply device, Programmable Logic Controllers (PLCs), power supplies and any additional components needed to update all the RTUs to current industry standards. Bidder shall perform all programming and configuration of Human Machine Interface (HMI) devices. Provide detailed Operation and Maintenance (O&M) manual for all new equipment installed. Communication cables/wiring needed to connect the RTUs to the main SCADA location are to be run to accomplish reliable communications. The integrator may contract with other entities to aid in the upgrade of SCADA system. In this case, the integrator will assume the role of General Contractor and be responsible for all work performed. Any electrical needs that are needed are to be done by subcontractors provided by the bidder. Installation of new conduit runs or possible relocating of RTUs are to be done by bidder.
