The intention of this RFQ is to solicit for a designer to assist the Owner in strategically aligning the needs of the Suquamish Treatment Plant Facility with realistic funding capabilities of the Sewer Capital Budget. This partner will also assist with identifying strategic funding opportunities and defining regulatory permit hurdles that would surface during funding acquisition and/or cause significant delay in project execution. This partner will also assist the Owner in determining the most appropriate project delivery method to execute the design and construction of the defined improvements. The result of this preliminary design contract will yield a fully developed, and well defined design scope for needed improvements at the Suquamish Treatment Plant, that can be executed within the Owner’s budget, and on an expedited timeline.
